Have the time...

Is 'Do you have the time' the same as 'What's the time/What time is it'?

In the context of approaching someone on the street and asking the question, that's what it means. In another context, if you have offered to help me do a chore, I would be asking if you can spare the time it would take to do it.

Thank, Philip! I was interested in the first context.
