Have problems or having problems

Which of the following sentences should I use or write in a follow-up message?

1) I'm writing back because I have problems understanding the meaning of the sentence you gave/you give.

2) I'm writing back because I'm having problems understanding the meaning of the sentence you gave/you give.

In your own words, how would you say this?

Finally, should I use "you gave" or "you give" in the two sentences above?

I would say

eg I'm having problems understanding the meaning of the sentence you gave me.

If someone 'gives you a sentence', it sounds like the person is a teacher giving you homework. Is that what you mean?
