Neither.

You seem to be talking about every year, ie an ongoing situation, so use Simple Present.

A recent report estimates that 24% of people over 80 live below the poverty line and that only 32% of them claim their winter fuel allowance.

Hello Clive
I'm talking about how many people below the poverty now and how many of the 24% claimed the allowance.
Would have claimed be better or claimed or are both okay?
Thanks
