Have or had and was or is ??

Hello!
I want to email to someone but I'm not sure which one is correct.

1. I saw your reports than I have a question or
I saw your reports than I had a question

My point is I have still question (that's why I'm mailing ), using" had" makes its no longer question??

And one more question! !

2. Me : yesterday, I broke your computer and it was my fault
Or Me : yesterday, I broke your cometer and it is my fault

What is difference? ? (I want to apologize friend for my fault)
