Have or had?

Hi,
Need help with this sentence please... Should I use have, had or were? Thanks Emotion: smile

A) Chickens who do not have feathers should wear sweaters that (have/had) been given earlier by the farmer.

B) Chickens who do not have feathers should wear sweaters that were given earlier by the farmer.
