Have of has - plural vs singular

Which of the following is correct?

"The frequency of incidents have increased"

"The frequency of incidents has increased"

I was under the impression the latter was correct as the 'frequency' is what is being referred to rather than the 'incidents' - and frequency is singular.

Thanks
