Have multiplied

Hi,

"Tax evaders also make use of tax loopholes, and the truth is that over the last decade they have multiplied." [From George Osborne's article in The Observer.]

My question is: what have multiplied? Tax evaders or tax loopholes?

Thank you, Clive, for your useful reply. The author proceeds with loopholes but in the context of tax evasion by tax cheaters.
