Have I told you that

Hello....

I guess that the structure "Have I told you that ~ " is not used to ask quesitons but to remind that the speaker had already told it.

And "How many times have I told you that ~" can be used either to ask questions or just to remind....

Is this correct guess?

Below are examples....

Have I Told You Lately That I Love You?

Have I told you that you are a healer? Have I told you that you have your own song? Have I told you that you are strong?" -President Obama.

How many times have I told you that you must have one of your brothers when you go out riding like that?

It is a question, sometimes rhetorical.

For example, a mother is pulling her young child from the street. She says, "How many times have I told you not to run out in the street?"

She's not expecting an answer...

Those are all questions.
eg
Have I told you that . . . ?
Yes, you have / No, you haven't.

If an answer is not expected, a question is called a rhetorical question.
