Have I correctly used the expressions 'hold true' and 'all the time' in the following sentence? 

The belief that ‘after a storm comes a calm’ holds true all the time.

I would say The saying/proverb ‘after a storm comes a calm’ always holds true . ' is also possible. I personally wouldn't use 'all the time' because it's not exactly the same as 'always/at all times'.

I would say

The saying/proverb ‘after a storm comes a calm’ always holds true.

Your version 'the belief that...' is also possible. I personally wouldn't use 'all the time' because it's not exactly the same as 'always/at all times'.

What's the difference, then, between 'all the time' and 'at all times' or 'always'?

'all the time' actually means often as in 'I go to the gym all the time (=often)'. Or sometimes it can mean continuously, e.g. 'It snowed all the time during our skiing holidays'.

Note that you normally can't replace all the time with always in the last sentence.

'at all times' is basically synonymous with 'always' but is not that common.
