I think this makes more sense in the past tense like this:

"Of all the symbols I saw at the Beijing Institute of Technology, the school seal was probably the most fascinating due to its impressive regal design."
I assume you are talking about a visit to the institute? Rather than in general. If you are talking in general, you can put it in the present tense and remove the verb
