Have I correctly used 'complain,' 'whether,' and 'we've been given' in the sentences below? Should I say 'we're given' instead of 'we've been given'?

Life's full of ups and downs. We always complain whether we've been given a good life or a bad life. The truth is that we've been given life, and it’s our choice whether to make it good or bad.
