Have I correctly used 'based on' in the following sentence? It seems to me that this phrase modifies 'people.' What do you think?

Yes, 'based on' is fine here. I see based on their physical traits as an adverbial phrase modifying the verb 'describe'. It explains how the action of describing is done.
