Hi teachers,

Pundits on both the left and right have held that the programs enacted to bring the financial system back from the brink wouldn't - couldn't work.

1. What does "have held" mean?

2. Can you explain what is "enact"?

3. Why there's "wouldn't and couldn't" in the text at the same time? Is it a conditional?
