Have & Has

When should I use have and has? For example- "The sample have been approved" or "The sample has been approved"? Thanks Emotion: rose

Have is for plural nouns; has is for single nouns.

The dog has fleas.
The dogs have fleas.

I guess I should use "Has" but for some reason I see people using "Have" in these cases...
