have had and had

what is the difference between

have had

vs.

had

I can never decided which one I need to use.

for example:

I was wondering if you 'had' a chance to look at the documents I sent you.

and

I was wondering if you 'have had' a chance to look at the documents I sent you.

seem both alright to me. Are these two interchangeable?

Both can work. I think that "have had" carries a feeling of politeness, indicating that there is still a chance the person might get around to looking at the documents.
