which one is correct ..i wish i have had a car ? OR i wish i had a car ?
and if both are correct then what is the difference ?

Hi, Don't use the first one. This is fine: I wish I had a car. => This means I don't have a car now and I'm not happy about it.

Don't use the first one.

This is fine: I wish I had a car. => This means I don't have a car now and I'm not happy about it. Perhaps I need one right now.

I wish I had had a car would be correct, too, but you didn't ask about that. => This means I didn't have a car in the past, in a spec
