Have got vs. have

what's the difference between the two? and why is 'have got' a stative verb, while 'have' a dynamic one?

It depends. Here are some examples:

Possessive:

I have two cars.
I've got two cars.

Must:
I have to buy a new computer.
I've got to buy a new computer.

In progressive tenses (when it means "to experience something"):
I'm having a hard time following what she says.
I'm having got... (wrong)
