There is no difference in meaning. I have a question is always acceptable, [ I've got / I have got ] is informal in AmE, and I got a question is nonstandard.

Hi Aspara Gus,

When you say nonstandard, does that mean in AmE people still use it?

Thanks

Hi, TN,

You will hear it in AmE, but it's slangy. I don't recommend using it.
