Have eyes in rearview mirror

Hello ,

What does the expression "have eyes in rearview mirror" or "look into rear view miror" means ? I have quoted below two paragraphs I came across this expression.

"Japanese companies seem to have their eyes in the rearview mirror. They have become introspective. I think we should get back to something more like we were at the end of the war when Japan rose to prominence from a situation in which it had nothing"

"This is not the beginning of the end for China’s exports, which are driven by a mammoth and successful economy. But to paraphrase Churchill, it is, perhaps, the end of the beginning. The United States needs to stop devising trade policy by looking in the rearview mirror."
