Have dirty plate

Is this natural? Would a native speaker say this this way?
You aren't allowed to have your license plate dirty black. If it is so dirty that you can make out the numbers and letters you can get fined.

Thanks

You aren't allowed to have your license plate dirty black. If it is so dirty that you can make out the numbers and letters you can get fined I'm assuming you mean "can't make out the numbers" rather than "can". I'm a native speaker and would never say it that way.
