Have come Vs Had come

Someone I know asked me about the following two sentences: whether it should be "have come" or "had come". This sentence was uttered a day after the funeral.

1. Friends and family who have/had come for the wake.

My opinion is, it lacks context, and the sentence appears to be incomplete too. If there were other information like,

2. "These were the friends and family who...", for example, I should, then, say, "had come".


Could someone help me with this, please?
