Slightly difficult to be sure on your tenses here. Depends when the events you are writing about took place. I'll assume that the club still has a bad image.

People believe that they are a third rate club. It has become the way of thinking there ~~at the club~~. However, some have tried to change the club's image.

if however you are talking about events in the past. Let's say the club now as a fantastic reputation then something like the following would work.

People believed that they were a third rate club. It became the way of thinking there ~~at the club~~. However, some tried to change the club's image.

That's OK, except for the P in People.
You could replace Since 1990 with For a long time.
