[have been/are/were beautiful]

I have made up the sentences below.

(1) All the parks I have visited before have been beautiful.

(2) All the parks I have visited before are beautiful.

(3) All the parks I have visited before were beautiful.


My non-native English speaking friends think (2) is wrong and the other two are correct. But, they can't explain their difference in meaning.

What is the difference in meaning between "have been" and "were" for the examples above. Please explain that. Thank you very much.
