United States have been successful in defeating ****.
United States have defeated **** successfully.

In both these sentences, you are using 'have'. This means you are referring to the Government / Army of the US.(a group of individuals)
You can also use 'has' instead of 'have', but this would imply that you are looking at it as a country.

However, normally if you’re talking about the country, use the singular verb.
