Both of these Present Perfect forms are OK.

eg These cars have been overproduced ( by the manufacturer). passive

eg The manufacturer has overprodu

It's incorrect because the verb "have" (which adds the perfectness
to the sentence) is followed by two past participles instead of one
expected.

Present perfect:

[noun phrase] + have/has + [past participle]

[We] have [overproduced] something.
[The manufacturer] has [overproduced] these cars. (as Clive suggested)
