have been granted

just to clarify what sort of grammer is this
"the loan has been granted to part finance...."
is hthis correct or wrong, it correct, what is the meaning of it,
instead of that, cant we use "the was granted'. pls note that here we talk about an existing loan which have been/was granted about sometime back
