"Community, state, and federal policy will have a bearing on interventions for DBD"
Why doesn't he say "....will have a relation to..."?

Because 'have a relation to' is a vague, generally non-native, phrase that does not apply here. A better one (but still not as appropriate) is 'have a (strong) effect on'.
