Have a guy confess to kidnapping someone

Tom had a guy confess to kidnapping Henry.

Hello,
in the above, does the "have" mean to have an experience of some guy cofessing to kidnapping Henry, or does it mean to make him confess to the kidnapping? Thanks!

Bamtori does the "have" mean ... Without context, my best guess is that it means the first: have an experience of. In the right context it could mean that Tom arranged for a guy to confess to it, but that's not my first guess.
