have a good command of English

Most students consider it difficult to have a good command/control of English.

... to use English well.

For a start, do both "command" and "control" fit in the first example?

Second, does the second example convey a similar idea as the first? Thanks.

I feel having command /control of a language should convey the same meaning.

If one has control of a language, one is able to use it appropriately to convey the intended message.

To have command of a language also means to be able to use the language correctly to convey the right message without sounding ambiguous
