Have

Hello

Can some one please explain to me when to we use have?

Example: I looked at that book 5 times or I have looked at that book 5 times.
I washed the car or I have washed the car

as my understanding... I cant say when or how many times if I use Have.

It's making me frustrating and I'm getting very angry.

It depends on the context— what comes before or after.

DAD: 'Go and wash the car.'

YOU: 'I washed it last week...it's your turn.'

DAD: 'Don't argue...Do it!'

YOU: 'It's not fair! I have washed it three times already this month.'
