has/have

Windows 7 and Windows 8 has/have this functionality.

He and I have a copy of notes.
I and he has a copy of notes.

Please elaborate this !

We usually mention the other person before ourselves: he and I have (plural)

Use "have" both times. They are both compound subjects of the basic kind and are therefore plural.
