Has/have

The youth of this nation has/have an immense untapped potential.

What should come in here- has or have?

Thanks

Both are grammatically possible, Rajesh; it depends on how the writer is conceiving 'youth', as a single body of a certain age, or as a large number of individuals.

Could there be any case that this has is referring to potential and not youth

No. 'Have' is not a linking verb, so there is no way that even notional concord could refer the verb to the predicative 'potential'.
