Has +v3 or v2 in this situation?

Infamously, the Titanic _____ only slightly more than half the number of lifeboats _____ for everyone on board and many of those boats were not filled to capacity during the disaster.


A) carried / needed
B) Has carried / needed

I think the answer is A but I dont understand the difference between carried and has carried. Why can I not choose Has carried in this situation?

It helps if you know that the Titanic sank to the bottom of the ocean more than 100 years ago. That being so, the present perfect ( has carried ) is inappropriate. It's the same kind of situation as when someone has died.

It's the same kind of situation as when someone has died. We don't use the present perfect for people or things which no longer exist in present time.
