Has to == must in this context?

Hi,

Please consider the following sentence.

As in the previous chapter, the first stage in designing an OOP solution is to examine
what PHP already has to offer.

I don't think highlighted 'has to' is interchangable with 'must'; I guess it is more likely ... has offering.

If I was correct how to distinguish between them?

I don't think highlighted 'has to' is interchangable with 'must'; No, it's not.

I guess it is more likely ... has offering. It means 'what PHP already possesses that they can offer'.
