Has or iS?

Hi,

1. Is "If there has company instruction, all the employees must follow" sound less forceful than "If there is company instruction, all the employees must follow."

The second sentence sounds somewhat more dictorial right?

2. Can i say things that clogging part of the machine as 'clog-ups'? For example: The Operator must make sure no clog-ups in the connecting pipes.

3. Is this sentence correct? "The Operator must examine the connecting pipes regularly to make sure no clogging inside". - to mean the pipe is not clogged.

Thanks for answering this post.
