Sentence: "Public has/have" matured now" or " The public has/have" matured now"
Question/ doubt: What would be the right verb to use with the word "public", Has or have ? Does the usage of verb change if "the" were to be put before the word "public" ? Please answer both these questions.

Basically, if you suggest that all the people represented by 'public' have the same maturity level, you can say "the public/public has matured now." But, if you suggest that they have different levels of maturity, you can say, "The public/public have matured now." It's the same like these sentences : a.
