Has or have

This sentence confused me:

Sensitivity and political correctness regarding the names of athletic teams 'has' officially reached a ridiculous peak.

I think have should have been used. Is either has or have correct in this case or what? Please explain

Ok! So if 'have' was used instead would the sentence still be correct as well? Could they have been seen as two ideas in the same sentence? Thanks!
