Which is correct?

time and circumstances has not permitted this to happen....or time and circumstances have not permitted this to happen???

When two singular subjects are joined by and, the verb is normally plural.

Alice and Bob are going to be late.

In 'Time and tide waits for no man' why is 'waits' used. In modern usage, would 'waits' be wrong. I seem to remember reading somewhere that it should be 'Time and tides wait for no man.'

According to current grammar: wait.

But this is old (other rules) and poetical (no rules) English.

One can conceivably see "time and tide" as a unit in poetry, thus asking for the singular.

time and tide is a collective noun, that is why "has" is used. In "time and circumstances", the reference has been made to two different things altogether.
