Has or have

Which is the correct: "Our staff has..." or "Our staff have..."?

I understand that it all depends upon whether "staff" is singular or plural. “Staff” could be one person or a group of persons. Does the use of “has” or “have” depend upon whether you are speaking of a single person or a group?
