HAS or HAD ,

Hi All

Which one of the following would be correct to say:

1) He had handled such queries in the past
2)He has handled such queries in the past

To me 2nd sentence seems correct or I'd say plausible coz here I'm not referring to a definite time like last week,year or day.

Please help me with the following sentences also...

3) Did you hear what I just say?
4) Did you hear what I just said?

Did is past in itself so we have to use hear instead of heard but is there any rule for say/said in this clause?

Thanks for your help.

The person still works with me who handles such queries though he hasn't dealt with such queries lately.Now I have to report to someone about that because I'm getting lots of queries to be addressed in which he has the expertise. So, it means point of reference is present.It implies I use HAS.Is that right?
