Has or got a new girlfriend, what would fit better?

My brother got a new girlfriend. she seems like a nice girl. Wishing him the best.

'has' would fit better. Don't forget to capitalize 'She' in the second sentence.

By itself, the third phrase is not a sentence. (Who is wishing him the best?)

I would change the last sentence to, "I wish him the best."
