Has need

As Bertolt Brecht’s Galileo cries, “Unhappy the land that has need of heroes.” (The Guardian.)

Is "need" a noun and "has" an experiential one in the above?

"need" is indeed a noun, but "has" isn't "experiential" in any sense that I can see. "have need of" is kind of a set phrase, but if X "has need of" something, it means, broadly speaking, that the need "belongs" to X.
