Is "has fallen" is right for this sentence?

Iraq has fallen to secure Baghdad from a massive bombing.

OK. I think the problem is the difference between fall and fail. You wrote:

Iraq has fallen to secure Baghdad from a massive bombing.

This should be

Iraq has failed to secure Baghdad from a massive bombing.
