Has ever eaten or had ever eaten, or ever ate

Hi. What is the difference? I feel nos. 1 and 2 have basically the same meaning, the only difference being that no. 2 makes the sequence more clear (one is the past the other).

That was the best meal he 1) ever ate/2) had ever eaten/3) have ever eaten.
