Has conceded grudgingly "to perform outside of France" ? - The meaning of "to perform" in this context.

Good day. I am reading other book about wine.

I can't understand a sentence. Can you help me please?


The context is below:

"Italian grapes are not only provincial, they're patriotic. Even the finicky Pinot Noir has conceded grudgingly to perform outside of France.


What does the phrase "to perform outside of France" mean in this context?
Does it mean that Pinot Noir is losing for presentation outside of France? (Saying more merely...[?])
