Has been/ was

Which one is correct to say while you're executing the plan you're speaking of:

This has been the plan from the start. Or

This was the plan from the start.

Are both okay to use or is one more perfect than the other?

Both are fine. The one with the present perfect tense has more "perfect" in it - just kidding . The simple past is more straightforward and direct.
