Has been reprimanded

Rohit Sharma has been reprimanded by the match referee for showing dissent after being wrongly adjudged out LBW against Kolkata Knight Riders in the seventh match of the IPL on Sunday (April 9).

Could someone please explain the use of "has been" here? Is it a passive construction and can we not just use "been reprimanded" instead of "has been reprimanded"?
