Can I say this?

-The teachers' committee has been proposing to make a compulsory health programme for every student to improve their health by doing exercise.

If the tense is correct, do you agree with me the difference is:

has been proposing=during the past long time that committee meetings have been held, proposals of this kind have been made.

is proposing=these days the committee are having several meetings at which the committee members have made the proposal and they will discuss this matter soon.
