Has been or was

I was reading a book and then I have found an interesting part of it. That I really don't understand

I mean of course the result of this word (present perfect)

1. Do you think he has been interfering with those kids ? (book) (Ok I understand he was doing it before but where is the result of it now in present that he used present perfect for that)

2. Do you think he was interfered with those kids ? (my version) (I think this sentence for now is for me more reliable because it happened and well that's all nowthing happening right now or the result ,null nothing)

If you could tell me the result behind this first one I took from the book I would appreciate it.

In #2, you have incorrectly used passive voice. (he was interfered with). Instead, use active voice, and say

Do you think he interfered with those kids? The Simple Past tense here does not imply a concern about the preent situatio
