Has been or is

can we say "it is parked" for "it has been parked"(he has parked)
"it is corrected" for "it has been corrected" (he has corrected)
"it is deposited" for "it has been deposited" (he has deposited)
when process is over already and result of which exists

i have seen peaple using as above said

it is corrected (has been corrected) and he is arrested (he has been arrested)
